Euchanhead Wind Farm Proposal

Following on from the recent ‘information day’ regarding Euchanhead wind farm at Tynron Village Hall, Scottish Power has asked for the Tynron communities’ comments on their Environmental Impact Assessment (EIA) document which can be found in this link https://www.scottishpowerrenewables.com/pages/euchanhead_renewable_energy_development.aspx
Tynron Community Council had hoped to hold an open meeting to discuss this, however with the current developments with Cov-19 this is now impossible.  Therefore if you have any comments about either the EIA, or in the wind farm proposal in general, could you please forward them to TCC at Tynroncc@tynron.org.uk by MONDAY 30th MARCH.

in Dumfries and Galloway

Emergency Childcare

Closing schools is an important part of the emergency response. However essential workers who have exhausted all other childcare options, emergency childcare will be provided.
Critical key worker roles are those defined in the categories below and they are essential to ensure lifeline health care and community services can be delivered.

The work Businesses and Public Sector is undertaking – providing essential lifeline services to our most vulnerable and working with the NHS to protect citizens means it is necessary that our skilled and committed workforce continue help us to fulfil our responsibilities as a category 1 responder to this national emergency.

All of those identified below are considered key workers in Dumfries and Galloway, the categories listed below do not give an indicate priority or precedence.

Category 1

Health and social care workers directly supporting the coronavirus response or life-threatening emergency work. Energy suppliers and staff providing childcare or learning for other category one staff are also included.

Category 2

All other health, social work and care workers, and wider public sector workers providing critical and emergency welfare services. This includes workers in the fire, police and prison services.

Category 3

All workers without whom there could be a significant impact on Scotland but where the response to coronavirus, or the ability to perform essential tasks to keep the country running, would not be severely compromised.

If one parent is a key worker and the other is not, the non-key worker should normally be expected to provide childcare. If it is at all possible for children to be at home, then they should be. It is vital that childcare being offered in our school sites in the coming weeks is aimed to support key workers who need to access that support so that they can carry out their critical front-line jobs

It is vital that we keep numbers attending our school sites to a minimum so that we help to reduce social contact as much as possible to try to minimise the risk of wider infection. Staff at school sites will continue to follow NHS guidance about reducing the risk of infection and good hygiene practices.

While we appreciate the challenges faced by families and employers, this key worker service is not available for parents who are working from home, for children who are self-isolating or who are displaying any symptoms.

UNDER NO CIRCUMSTANCES should any child who has symptoms of coronavirus, or who lives in a household where someone has symptoms, present at a school. The whole family must follow the NHS self-isolation advice.

If you can make other childcare arrangements you should do so.

When you arrive at the centre you will be required to register your child.

IMPORTANT CONSULTATION ON A PROPOSED WINDFARM

A massive wind farm called Sanquhar II with 50 turbines is being planned to the north of Tynron including a number of turbines sited at the top of the Shinnel and Scaur Glens.   The original proposal was for turbines with a tip height of 225 metres – this has now been reduced to 200 metres.  (Just for comparison Tynron Doon is 289 metres high.)   These turbines will be sited on the hills, so the visual impact will be very significant.     Most of the turbines we see at the moment in the existing wind farms are between 130 and 150 metres high.

A number of the turbines will be near houses e.g. there will be 10 turbines within 1-2km from Shinnelhead.

The developers Community Windpower have revised their plans after getting feedback during the first round of exhibitions and are holding a second consultation event on Tuesday 23rd October between 4pm and 8pm in the Gladstone Hall, Penpont.

Tynron Community Council are keen that as many people from Tynron Parish as possible go along to view the revised plans and make their comments at the event.  Afterwards, we would like to hear your views about the proposals.

Community Windpower  intend to put in a Planning Application in mid November.   It is such a large proposal that the Planning Application may be made directly to the Scottish Government.

If the Community Council receive any further details about the revised plans, we will send it out on the Grapevine. We have invited a representative of the developers to come along to a CC meeting in November and after that will make comments on the Planning Application based on your views.

Tynron Parish Hall Committee is looking for new committee members to join the team. If you enjoy organising events and contributing locally this could be a great opportunity to get involved.
The committee is set up as a charity and meets at least four times a year to manage the hall facilities and organise events for the local community. Some events also support our nominated charities.

KPT Development Trust Meeting

With apologies for the short notice, here is the agenda for the KPT Development Trust meeting on THIS Thursday 2 Nov at 7:30pm in Keir Village Hall, and the minutes from the last meeting.

Few people from Tynron could attend the last one as it was held on a Tuesday.

At that meeting, 3 subgroups were set up: one to deal with the legal structure of the Trust, one for Broadband, and one for Paths, Walks and Maps. All have enthusiastic and co-operative members, but very few come from Tynron. It would be good to have Tynron people involved, and I don’t think anybody need fear that getting involved would mean too much work.

KPT Open Meeting on August 17th
Following the community consultation and the production of an action plan, there will be a meeting at 7:30pm in the Gladstone Hall, Penpont, to discuss the action plan and the setting up of a Development Trust for the three communities (Keir, Penpont and Tynron).

Nearly two years ago we did a mini-survey of the three communities asking (among other things) who would be interested in joining the Development Trust. A really encouraging number of you expressed an interest. We do hope you are still interested. Things should go much faster from now on!

So please come to the meeting. Before that you will visited and given a copy of the Action Plan and a flier about the meeting.

DEFIBRILLATOR AT TYNRON PARISH HALL

We now have a public access defibrillator which is located in a box on the outside of Tynron Parish Hall. This is part of a scheme run by The Hub and has been purchased by the Community Council.

It is designed to be used by anyone in the event of a person suffering a cardiac arrest. Once you switch it on, it will give you clear instructions on what to do and it WON’T work if the casualty’s heart is beating so you can’t hurt someone.

We have had one training session for people living in the village and some regular hall users. If there is enough demand, we would like to arrange a further session after lambing has finished. The training lasts 2 hours and gives you a chance to learn how to do CPR and to try out using a defibrillator. If you would like to come along to the training, please let me know.

NB ANYONE CAN USE THE DEFIBRILLATOR WITHOUT TRAINING

Our thanks go to a village resident who has  volunteered to check the defibrillator and box regularly.

Resilience Launch Event

Drop into Tynron Hall on Saturday 21st January between 2pm – 4pm Tea and Cakes available.

Dumfries and Galloway Council are encouraging each Community to develop a plan to use local resources and expertise so that they can help themselves and vulnerable people in an emergency, in a way that complements the response of the emergency services.

The Community Council are very aware that people in Tynron have always been prepared to pitch in and help each other in difficult times. We certainly DON’T wish to discourage this. However, the advantage for us in having a Plan is that anyone who is named as volunteer would be covered by insurance. We also may be able to bid for additional funding for equipment.

The CC set up a Working Party and they have drafted a Plan for Tynron which

1) Gives contact details of people who can co-ordinate help in an emergency and liaise with the Council and other Services

2) Lists the kinds of things which might go wrong e.g. Flooding, Heavy Snow etc. and how we can deal with them

3) Identifies ways of supporting vulnerable people

COMMUNITY BENEFIT FUND-SURVEY INFORMATION

Things are beginning to happen with the Joint Community Benefit Fund (pooling windfarm money with Keir and Penpont for long-term projects).

As some of you know, the Fund has been awarded a grant to have a professional community consultation carried out, so that we can ascertain the wishes and ideas of everybody in the community, as well as establish the resources and skills we possess.

The community consultation is being conducted by Community Enterprise, who have decided on the following steps :

  1. a survey, more comprehensive than the one we sent round a year ago;
    2. a small event in each community at which people can meet and submit and discuss their ideas;
    3. a large joint event in Penpont.

  1. You can complete it and return it online. Also hard copies of the survey will be available in the phonebox which you can complete and return to the secure box located there or at either of the events. It would be preferable if you could complete the survey before the consultation events but the final closing date is Monday 14 November 2016.

2. The Tynron small event will be held on Wednesday 26 October, 2-4pm, at Tynron Hall. A member of Community Enterprise will be there to facilitate matters. If you cannot get to that session, you are welcome at Keir (same day, 11-1, Keir Hall) or at Penpont (same day, 5:30-8pm, Gladstone Hall.)

3. The Joint event will take the form of a Community Quiz at the school in Penpont, early evening Friday 11 November. More details of this later, but please save the date.

We want to see as many people as possible at these events. It should be the start of some exciting developments. And even if you can’t get to the events, do please complete the survey.
